「no more than」と「not more than」、
そして「no less than」と「not less than」
の違いはなんですか？

「～以上ではない」、「～より少なくない」、「多くても～」、「～も」

1. not more than ～
これは単なる「～以上ではない」を意味します。
たとえば：
The number of men in the train is not more than the number of women.
（電車にいる男性人数は女性人数以上ではない）。

ちなみにこの文章で男性人数は女性人数より少ないかどうか男性人数と女性人数は全く同じかどうか分りません。
それで「The number of men in the train is not more than the number of women」のより「The number of men in the train is less than the number of women」（男性人数の方が少ない）、または「The number of men in the train is the same as the number of women」（同じ人数）の方が確定した意味があってよく使います。

２．not less than ～
これは単なる「～より少なくない」を意味します。
たとえば：
The number of men in the train is not less than the number of women.
（電車にいる男性人数は女性人数より少なくないです）。

しかしこれは１と同じく男性人数の方が多いかどうか、それとも人数が同じかどうか分りません。
それで「The number of men in the train is more than the number of women」（男性人数の方が多い）、または「The number of men in the train is the same as the number of women」（同じ人数）の方がよく使います。

３．no more than
この表現は二つの数字を比べるではなく一つの小さい数字が小さいってことを強調するに使います。
たとえば：
There are no more than 5 men in the train.
（電車にいる男性人数は多くて5人だろう）。

４．no less than
そしてこの表現は一つの大きい数字が大きいってこと強調するに使う表現。
たとえば：
There are no less than 30 women in the train.
（電車にいる女性人数は３０人もいるだろう）。
